Brazil Issues Final Anti-Dumping Ruling on Stainless Steel Welded Pipes

On July 28, 2025, the Executive Management Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 764/2025, making a final affirmative anti-dumping determination on stainless steel welded pipes originating from India and Taiwan (China). The ruling imposes anti-dumping duties for five years, with rates as follows:

  • India: USD 397.42 – 1,207.06 per ton
  • Taiwan (China): USD 1,258.77 per ton

The affected products are austenitic stainless steel welded pipes (Portuguese: tubos de aço inoxidável austenítico), grades 304 and 316, with a circular cross-section, outer diameter ≥6 mm (1/4 inch) and ≤2,032 mm (80 inches), and thickness ≥0.40 mm and ≤12.70 mm. They fall under Mercosur Common Nomenclature (NCM) codes 7306.40.00 and 7306.90.20.

The resolution takes effect immediately upon publication.

Brazil Stainless Pipe Anti-dumping Case Background

  • May 8, 2024: Brazil’s Secretariat of Foreign Trade (SECEX) launched an anti-dumping investigation following a petition by Aperam Inox Tubos Brasil Ltda. (January 31, 2024).
  • November 25, 2024: SECEX issued Preliminary Determination No. 67/2024, confirming dumping margins.
  • December 12, 2024: GECEX imposed provisional anti-dumping duties (valid for up to six months):

India: USD 125.18 – 1,086.35 per ton

Taiwan (China): USD 1,132.89 per ton.

The final ruling now replaces the provisional measures with definitive duties.
